I can see you're confused, because you think the "stop the fake news" remark references Biden's recent effort, which it doesn't. The entire broadcast media is a fictional creation of the US Government, so when Trump failed to have their licenses revoked or otherwise alter the industry, it meant (with no uncertainty) that Trump's claims about justice were just a campaign slogan he used to gaslight American patriots, and he never intended to do jack freaking squat.
