Combine birth tourism with diversity initiative enabled university/college enrolment and corporate espionage and more interesting things than welfare fraud happens. For example, Turkey just took over Azerbaijan and part of Armenia solely by employing drone swarm tech despite the Armenians having the latest and greatest anti-air tech from Russia. Iran is currently mass producing air wings of F1 Phantoms and I've no illusions they'll drone enable those bad boys.
