Please consider adding a column to the Blocked Users list that notes if the account has been banned (or a symbol near their name, or their name is striked through).

When a user is deleted, the blocked user's name in the Block List is shown as [Deleted] and are easily identified as a wasted block slot and can be removed to free up the block slot.

However, to identify banned users who can be removed from the list to free up a block slot, each blocked user's individual page must be visited to see if they are banned (or regularly follow the SiteLog and cross reference newly banned users against the blocked list).

Something to visually show the blocked account is banned from the Blocked Users page would be appreciated.

What is the reason to limit how many blocked users you have?

Can this be exploited to slow the site?

Why not simply allow unlimited blocks?

You answered that question just above.

Why aren't banned users automatically deleted from people's blocks lists?

Because some users did try to see if that would be the case and then asked for their accounts to be undeleted, claiming they did delete them by accident (drunk or high on whatever).
