Subsidized comments?

Do comments already determine what is on the Hot list? Maybe that could have more weight to create visibility of discussions. Or, perhaps another Hot category for discussion generation.

I like where this goes, but worry about creating an economy for even less thoughtful comments (of which I am certainly guilty some times)
