It's not a really a specific threat, it's a generalization.
"Oswalt should be shot" or "I wish someone would shoot this guy" still is kind of questionable, because it doesn't specify who, what, when, where or how. Any 1 of those will do.
"Oswalt should be shot twice in the back of the head" is step closer, but you'd see it prosecuted both ways. Good enough for a restraining order, maybe.
"We should find Oswalt and shoot him" is now crossing the line as it is a call to violence and is easily harassment, but legally will still usually require a bit more context. For moderation purposes, is it enough to get sued? Not if it's just once and nobody complains.
"Oswalt lives at __________. Someone go to his house and put him in the ground." This would be enough for harassment, easy.
