I think this is fair, especially with the new blocking changes for the snowflakes.

This would allow users to make several posts in sequence without others feeling like they are spamming the site.

I imagine it would be in the sub settings, so the owner could toggle it if they wanted to drop a bunch of posts in quick succession. On Voat there were a few subs I noticed that would not show up on /all. v/trees was one, which I understand because there is a lot of anti-weed users and posts might get downvoted to oblivion if they showed up on /all.
