It should be in the dropdown by default anytime you're not in a specific sub.

It would be misleading to let users think they have the ability to create a poll from anywhere and end up getting an error message when trying to submit only to realize the sub they are trying to submit the poll to doesn't have that option enabled.

Literally all they have to do is choose a different sub. Also, the sub field could only autofill poll-enabling subs.
