The mini chat is barely used at the moment. @PMYB2 is working on the IRC implementation to replace it.
If you want you can join Poal’s current chat on Rocket.Chat.

Ok, I will check out chat.poal.co, but I do distinctly remember you telling me that minichat was where it's at a couple months ago. But on the IRC a /mute (username) feature would be really useful.

Mute will only be used by admins and mods to stop flooding messages.
Users will have the ability to /ignore trolls they don’t want to see.
