In all seriousness, the reason it is still that way, is to prevent spambots from flooding submit requests.
Could spambots not just use regular expressions to get the URL for flooding submit requests onto /submit/text/(SubName) if they wanted?
I presume that when Throat-based news aggregator sites become more popular, spam bots will also get more familiar with the /submit/text/*SubName*
URL format.
Therefore, I think it would not make a difference for spam bots.
