It could help users finding active subverses.

E.g. has fewer subscribers than main subverses, but would still rank very high if sorted by posts during last 24 hours.

/subs != discover, its purpose is to search for subs based on keywords.

There's no discover page (yet). ;)

Active subs are already in all/new (hot and top included)
