On reddit and voat, we saw the "downvote" used as some sort of revenge or punishment against a *user*. When the votes are not made as a value judgement on the *content* and instead as a value judgement on the *user*, the sites became toxic. Rewards for amassing the votes of others (or lack thereof) were visibility of content, ability to make comments or posts (quantity), social cachet, and [probably more]. Here, features open up, which I like. On the road, you have few indications that a particular driver is awful and bound to do terrible things, putting you at risk. If, instead, drivers accumulated "shithead" suction-cupped flags on their vehicles - thrown by other drivers - you'd know if a car appears like a hedgehog then the driver sucks - beware! Poal's version of this would be a "mark as nigger" feature on a user, instead of downvoting or blocking perhaps (or perhaps in addition to). This helps the site scale when the userbase is too large for asshats to be individually identified and handled by admin - admin would need only to review users "marked as niggers" by a certain % of the userbase (or recently-logged-in userbase).
