It still doesn't make sense, especially when posts can contain several sticky comments.
If you want to see sticky comments of a post, just click "View as" or the comments count underneath.
My initial idea was to encourage users to read the sticky comment.
It would not be intrusive if it the sticky comments were not unfolded initially.

A sticky comment thread is not always stickied for its parent (root) comment, but sometimes for a sub one down in a thread.

That's why they are in a post main comment section.
Just like sticky posts are in sub's main (/all/hot/top) section. It wouldn't make sense to have sticky posts showing on top of a menu inside each post.
