My initial idea was to encourage users to read the sticky comment.
It would not be intrusive if it the sticky comments were not unfolded initially.

A sticky comment thread is not always stickied for its parent (root) comment, but sometimes for a sub one down in a thread.

That's why they are in a post main comment section.
Just like sticky posts are in sub's main (/all/hot/top) section. It wouldn't make sense to have sticky posts showing on top of a menu inside each post.
