Eh seemed like a pretty cool guy, he defeated some coalitions and wasn't afraid of anything. I think the question is really whether he could have maintained power and ruled over the empire peacefully for an extended period of time. Like assuming he wasn't defeated and maintained the borders of the empire at the time of his defeat. That's hard to say considering the revolutionary fervor and nationalist movements throughout europe at the time. It seems like he probably would have faced frequent uprisings.
I don't know enough about Napoleon to say what his politics might have been like in that position. Would he have been a reformer who liberalized the client states then spun them off into independent entities or would he have kept them divided and subservient to his own authoritarian rule?
