Use laptop with no HDD and boot from a CD/DVD linux distro to go online at public WiFi and use a VPN to run TOR. It's never impossible to trace someone, but I'd hate to be the guy assigned to trace that.

That would be very difficult. Even if they did, and even if they have video, how are they going to prove you were the one out of 20 or 50 people whose computer uploaded the image? That's the point of no HDD and using read-only media to boot (no usb).
