There's actually a Married with Children episode with this sort of premise...believe it or not. There's a neighborhood peeping tom and while the women in the show act outraged and disgusted by the idea,when Peggy realizes she hasn't been peeped she starts to complain about it. Pretty spot on. I love that show.
