Shills use this tactic to break up group projects, they know that it takes numbers to make any significant accomplishment of a decent level of quality
so they insist that large projects be done solely by those who propose them, knowing that either the project is finished and of poor quality, which they then attack, or the project overwhelms the one person assigned to it, and it gets abandoned
the other angle of attack, which is commonly used in conjunction with the first, is to make out the project proposed into sone controlling dictatorial tyrant who wants total control over a group of others
The personal army meme originated as a reply to someone who had a personal grudge amd wanted anons to be their attack dogs.
The shill mutated it into a means of ensuring nothing ever gets done because anons power to do things comes from working together, and splitting them up means that the power to do anything is stripped from them.
Kind of like how ties or gtfo was mutated into a means of repelling women from the community, when it was originally intended only for attention seeking "girls" on the internet.
