It's been that way as long I as I can remember back to the 90s.
I had a disabled relative on food stamps in the '60s. She got govt surplus food (cheese loaf dried eggs, dried milk...) and food stamps that were not redeemable for processed foods, soda, candy, crackers, etc. Since then it has morphed into what it is today.
That seems like how it should be. It should be bad enough that you want to get off it. At least for able-bodied people. I do have some sympathy for people who are truly in need without ability to support themselves.
