You have a good point. But at the same time ~33% of Americans refused to comply despite all of their attempts (Begging, then Bribery, then Threats). That number is important and comes up all of the time in the US at least. You only need 11% to topple a nation and there are 33% of Americans that will -always- say "fuck you" to the government. Its probably one of the only reasons why we still have 1a and 2a even though they are attacked daily.
