I don't think there's any Constitutional basis for the CDC to make any orders at all, for anyone, anywhere. The Tenth Amendment is pretty clear that the federal government only has powers that are specifically listed in the Constitution, and all other powers fall to the states or the people. Unless someone can show me the Article and Section in the Constitution that says the CDC can issue health orders, it's an unconstitutional overreach.
