A leaky vaccine by design is best implemented as optional as any and every person who gets the vaccine can still get the disease. But no, they are going to make it mandatory to try and breed (or release) a very virulent strain which is either going to be enhanced in vaccinated people, or wipe out unvaccinated people like Marek's disease in chickens.
