Other way round. The guests are demanding their money back (according to BBC World Service report I heard last night). What's more, the guests were getting free champagne delivered to their rooms. And they weren't locked in. Don't forget, these were very affluent people who would have access to smart lawyers, heavy body guards etc. It would be a lot easier to lock-down ordinary folk.
The article states many left after staying one day. Apparently, they were to be quarantined in their rooms for 10 days.
If the hotel didn't give the guest advance warning about quarantine rules, then they should get their money back.
