There's a lot more information in the new one, with some especially damaging information in the "Biomarkers of Exposure and Effect" section that talks about causing suppression in genes that deal with tumors in the body.
Without comparing the two word for word, I have to say this was simply a planned update to the chemical database. I say that because I would have left the old one in place (with it's limited information) if I were going to run carloads of this chemical off the tracks. Plausible deniability, hey we didn't know it was that dangerous!
You could say "They did this to say see, we told you it was dangerous," but the exposed residents didn't use or do something with the chemical on their own, it was an industrial accident. That's not to say this wasn't planned, but who knows on that one.
