It has come to that no one can trust government with their kids anymore. See if homeschooling can be organized so that only one parent can school a class of kids form the community, this way it could be their "job" as other parents could pay her to do this full time. If the kid is sick, better to pay extra for a Dr to come over to your house, this way you get to observe everything and set the rules.
