Much later. But it depends on your definition of "talking." I suppose if people count saying words like "dada" then many talk by 12 months.

We’re planing our first baby in 2023 and they said the average age is 12 months but they mean a distinct word for a specific thing.
IE, calling a cow a cow and not calling anything else cow.
Also “moo” is a word if that’s what it calls a cow and nothing else.
Dada is also a word if dada means dad and dad only
That’s how I understood it anyway.
