It was pointed out to me; the Obama administration had placed a moratorium on gain of function research; but please read this article from Nature; NIH (Fauci) allowed UNC (R. Baric) to continue its study on bats and corona virus because they were already in research. They published in 2015 and Dr. Shi from China was a part of the study. Of note in this article is a name to research; Peter Daszak. His company is connected to Wuhan and received grant money from our government.
