Yep, the idea isn't to immediately rebuild on the land anyway - if anything it's to remove people off large areas of land, thus forcing them to congregate and compete for existing housing - driving rent and property values up in the short/ medium term and creating even more social chaos/ inevitable issues and decohesion.
