Amazon sucks! I know a few authors and they all independently told me Amazon offers "used" books on the first day of sales. This gets around the pesky problem of having to pay the authors for selling new books.
This tragedy smells horrible at all angles. The government is duplicitous in this and the vultures trying to buy up the property, inexplicable.

Most likely those “used books” are books damaged during shipping, and I doubt that Amazon is selling them as used solely for the purpose of screwing the author out of their royalties. Buts it’s still a bullshit exploit…
