If you move back and forth, frame by frame (pause and use < and > keys) at the exact moment the left shoe "disappears", you can clearly notice a displacement of the frame (look at the edge of the numale jew's arms and his mouth).
Looks like a codec glitch. When a frame is dropped, the encoding engine's algorithm will use the previous and next one to generate the missing one. It doesn't always work well, like in this example.

Forgive me for probably being the least technical savvy guy on here or anywhere, but is it possible to add such a “glitch” live or within the delay period on purpose to further the crazy conspiracy theorists mantra?
It's possible to inject/overlay something in a live video stream, but it wouldn't make sense to make it look like an obvious glitch.
