That's a law that I've never heard about. Seems to conflict with the first amendment.

Yikes. A fictional account of a historic event doesn't constitute an education in anything other than propaganda. She should also read some accounts of the gulags, the great chinese famine, and the Holodomor so she can learn about marxism.
