Everyone that lives in or near a big city is fucking terrified of seeing a gun. It is comical how weak and pathetic these people are. OFC this is intentional. The population is conditioned to be afraid of seeing a firearm. I imagine even walking from your car parked on the street into your own house openly carrying (not in a case) a rifle might get the cops called on you in most areas around the Denver metro.

Now.. In this case it sounds like the guy may have been a bit nuts so maybe it was worth the call but you get where I am going with this.
