This is how the Overton window is moved. You introduce some form of limitation, then gradually introduce more limitations. We see this with free speech. Oh, we still have have free speech, you're only not allowed to be antisemitic. Oh, you still have free speech, but you're not allowed to spread misinformation and so on. Once you accept any limits, the limits increase.
