In reality it would be more important, as you said, to increase the safety by having armed citizens carry in those places because they are the best defense to the violence that could be inflicted there. In Ohio you can't take a gun into a church unless the church posts that it is allowed. I think having the guns are okay sign at the church door would certainly make any ill-doer think twice. For schools, I can't take my weapon into the building, but at least I can keep it in the car.
