It's more than just trolling. It's deliberately baiting the ATF into being hauled into court and failing the arbitrary and capricious test. A block of steel obviously isnt a firearm. Nor is a 10, or 50, or 80%. Yet if an 80% isnt a firearm, why not a 99%?
If the ATF takes the bait, they risk losing the ability to tyrannize firearm manufacture whatsoever because any % they choose is clearly arbitrary and capricious.
