SCOTUS has already struck it down. They've previously ruled this is illegal and unconstitutional (common use). Accordingly, under federal law, all involved in this is guilty of constitutional rights violations, lose their legal protections (personally liable and can be personally sued), and are liable for up to $100,000 and 10 years in federal prison for each person's rights they violate.

If only we were a country of laws with judges who can read.
