The second amendment is about defending the republic, both in advocating for a militia *and* in maintaining a culture able to act as such a militia. But that militia is intended to (paraphrasing our current military oath) protect us from enemies, both foreign and domestic. I'd opine that criminals at-large should be considered domestic enemies.
