Not sure if this is true or not, but I remember learning that the Founders spent an absurd amount of time debating on where to place that comma. They wanted it to be absolutely crystal fucking clear to anyone who read it, that day, or hundreds of years from that day. It got really heated at some points as they argued. And this is the conclusion they arrived at.
