That's how they get around the issue of claiming to be a tranny. If you haven't been adjudicated as a mental defective by a court, you can claim you're not crazy. Claiming to be something that is biologically not possible (having a "non-binary" sex) should disqualify you, but we're living in clown world now. Yes, there are rare instances when a person has both genitalia, but that's not what they mean by "non-binary" and doesn't need to be on the form.
