It is obvious that Burger was not an intelligent Justice. The Entire Bill of Rights was Not 'rights' Given by the Gov. but Restrictions on a Gov., Any Gov., of Rights of The People that were Not to be Infringed. Did anyone ask this nit wit to explain why the 2nd Amendment is The Only one that states "Shall NOT Be Infringed"?
