Remember, Canada is a part of five-eyes. Our govt could ask Canada to surveil Americans and report results back to US Agencies in order to circumvent US laws against such activity. Note this was in collaboration with ATF, who was nowhere to be found on site - because it would be illegal for them to surveil American Citizens without a warrant. This is very nepharious.
