The reason was that they were able to disrupt the ability of the British to govern. Blacks have not been running an insurrection because they are culturally unable to cooperate long term. If blacks were a credible threat to the government, there would be troops on the streets of every major city. What they are is a foil to generate crime and get white people to hand over more of their rights with the promise of security.
