Politicians hate the Constitutional ban on double jeopardy, so they invent the next best thing: multiple charges for the same act. For example, anti-gun nuts can pass a law making it a felony to carry a gun under a t-shirt, and another law making it a felony to carry a gun under a flannel. If you carry gun under a t-shirt and a flannel they charge you with two felonies. People should get ballot propositions on the books to prevent overzealous prosecutors from "stacking" charges for one incident.
