Zero compliance.

Anyone that tries to fine you, is a domestic enemy. Expect zero compliance.

A government of no authority.

Not just no compliance either. Try arresting people and making just a 'few examples'.

They do this. Make a wildly unpopular law. Leave it in place. Mostly just use it for selective prosecution for forever going forward.
