Odd to me they would differentiate between unground market and theft. Theft is what supplies the underground market, no?
Or does theft mean the person who used it in a crime was also the person who stole it? Underground market meaning it was bought from someone that stole it.

The "theft" categories cover guns that the criminal stole themselves. "Underground market" covers a broader range of 3rd person sources.
