That's due to an even higher elevation than you are, I believe

It's 'cause they're the first mountain range storms hit as they move (most often than not) west to east. The winds hits the first elevated point and drops a lot of energy off there.

So I understand...

That makes sense, all the moisture in the air from crossing the Pacific
