Sometimes it's blocked at the TelCo. There are apps to get around this, and they require a second application on your system.

There are various tether apps in the app store, that might let you tether even without a plan that allows tethering. So, that's an avenue for you to pursue if you're interested in fucking with it.

I use the 'wireless hotspot' as my method. But, my plan expressly permits tethering.

I believe my plan allows it as my old phone I replaced six months ago worked

Huh... Check the Play store for 'tether' applications and try one or two.

It can't hurt.

Surfing/interacting on a mobile is not fun at all.
