Depends on the timing - and the auctioneer has ultimate say, generally speaking.
It may have been an internet bidder who's bid was actually placed before the hammer fell but did not get communicated in time I guess. The guy who thought he had won it did not look happy, and he said fuck it and bowed out after they pulled the rug out from under him, he was celebrating the purchase there for a few seconds LoL
