NHTSA didn't start testing until sometime in the 70s. I dunno when they started testing everything (except some limited production models).

Those Isetta's were well before that

Yup. And not sold in the US. So, we'd have not tested 'em. The OEM might do testing back in the day, but it wasn't standardized or anything like that. Volvo might have been testing longer than anyone else.
