Hmm... Do you get to say "250 or 100 per hour, whichever is greater"?

No, If I offer a flat rate, it is for 2 hours usually, then I can negotiate an hourly wage for if it takes over 2 hours. Usually $100 an hour but some vendors wont go for that so I go $75. Most jobs get done in well less than the 2 hour window

I'd be doing all right financially if I cared about making money. I don't give a hoot about money besides what others want from me all the damned time LoL
