Well he took over the driving one night when his buddy said he was too fucked up to drive and the was driving back to the cabin and the road went from asphalt to gravel and he was going too fast and lost control and his friends were sitting on the door sills and then the car flipped and they went flying and Chris went to jail and they wont let him drive anymore

LOL That was one incident. Surely he can get his license - at some point. They don't permanently revoke your license for that unless someone died. Even then, they'll still usually let you get it back after like 5 years or some shit.

he can, he just has to jump through a bunch of hoops, but he doesn't really want to because that's really the only reasion he ever got in trouble, and being without one he hasn't got in any trouble, and being in jail and no fun

Well, he could learn that whole self-control thing - but if he's unable to do that perhaps driving is not for him

I have a buddy who realized he had to quit drinking or he had to quit driving. So, he gave up driving.

Me? I can't imagine not wanting to drive.
